PROBLEM TO BE SOLVED: To provide a refresh controller for flexible embedded DRAM which controls refresh operations of various refresh modes and eliminates or prevents conflict of a memory bank. SOLUTION: The refresh controller is provided with: a status control module 12 generating a refresh enable signal REFN and a final refresh signal last_ccr; a refresh retrieving module 13 retrieving at least one memory bank group to be refreshed during interval of refresh from the plurality of memory banks and generating a refresh address signal CRA according to an external access signal and the retrieved memory bank group; a score board module 14 recording respective status of a plurality of memory bank groups; and a conflict detection module 15 generating a conflict signal according to each status of the external access signal, the final refresh signal, and the memory bank.
