PROBLEM TO BE SOLVED: To provide a temperature rise restraining floor sheet reflecting light (particularly infrared light) to restrain the rise of a surface temperature and providing a clear colored pattern or the like. SOLUTION: The temperature rise restraining floor sheet comprises at least a surface design layer 1 made of synthetic resin containing a pigment, and a light reflecting layer 2 made of synthetic resin and provided on the lower side of the surface design layer. The light reflecting layer 2 does not contain a black pigment but contains a white pigment. The light reflecting layer 2 is concealed with the surface design layer 1 to make clear the colored pattern or the like of the surface design layer 1, and the light (particularly the infrared light) transmitted through the surface design layer 1 is reflected by the light reflecting layer 2 to restrain the rise of the surface temperature.
