<P>PROBLEM TO BE SOLVED: To provide a water-saving rice-planting method enabling rapid and water-saving rice planting without soil pudding even though conventionally making seedlings with a conventional seedling planting machine. Ž<P>SOLUTION: The water-saving rice-planting method without soil pudding includes: a depressing process for depressing non-irrigated paddy field topsoil by a depressing machine to harden the topsoil; an irrigation process for shallowly filling water in the paddy field; a curing process for leaving the paddy field as it is for a prescribed period of time; and a transplanting process for transplanting the rice seedlings with a seedling planting machine. As necessary, a crushing process for stirring the paddy field surface soil in 2-10 cm depth with a rotary machine is prepared between the depressing process and the irrigation process.
