<P>PROBLEM TO BE SOLVED: To provide a fiber composite base material that improves surface smoothness of the base material as well as increasing strength, that has less tendency of resin sticking to a press machine during hot press forming, and that prevents explosion of the base material by steam, and also to provide a manufacturing method of the same. Ž<P>SOLUTION: A fiber mat 1 made of vegetable fiber is impregnated with resin 2 and dried until the water content of the mat 1 becomes ≥5 mass% to <20 mass%. The dried fiber mat 1 is laminated on the surface of the base material 3 to form a laminate 4. After the laminate is preliminarily tightened by pressure at the curing temperature or below of the resin 2, it is pressurized at the curing temperature or above of the resin 2 and integrated into one unit.
