<p><P>PROBLEM TO BE SOLVED: To enable a client device to recognize channel selection and distribution situations of a plurality of network tuners. <P>SOLUTION: In a broadcast receiving and distributing system, on the basis of channel selection and distribution situations of a plurality of network tuners, a client device determines an available network tuner. The client device requests a channel selection of broadcasting signal to the determined network tuner, the network tuner performs the requested channel selection of broadcasting signal and the channel-selected broadcasting signal is distributed to the client device.
