PROBLEM TO BE SOLVED: To provide a method for manufacturing a sound absorbing material for an operation machine, wherein adhesiveness is improved while maintaining thermal resistance, water repellency and excellent sound absorbing characteristics. SOLUTION: In the method for manufacturing the sound absorbing material for the operation machine, the sound absorbing material includes the sound absorbing material composed of glass wool of a glass fiber assembly, and an epidermal material for covering the sound absorbing material, wherein the method further includes: a glass cloth forming step A10 in which a glass cloth is formed by knitting a plurality of glass fibers in a mesh form; a silicone water repellent layer forming step A30 for forming a silicone water repellent layer by applying water proof processing on the glass cloth; and a bonding step A40 for bonding the glass cloth including the silicone water repellent layer to the sound absorbing material, as the epidermal material.
