PROBLEM TO BE SOLVED: To restrain uncombusted fuel from discharging when restarting a cylinder in resting phase. SOLUTION: There is provided a variable cylinder controller of an internal-combustion engine which performs selectively a partial-cylinder operation for resting fuel injection to part of cylinders 11 and holds both intake and exhaust valves of the cylinder 11 in a fully closed state to perform a reduced-cylinder operation and injecting fuel only to remaining cylinders 11, and a full-cylinder operation for injecting fuel to all the cylinders 11. In the variable cylinder controller, prior to restarting an operation of the cylinder 11 in resting phase, for the cylinder 11 in its resting phase, preliminary combustion is practiced in which a slight amount of fuel less than a normal fuel injection amount based on an engine operating state after the restarting is injected to be combusted.
