The device has a Peltier effect module (2) including a face connected to a radiator (3), and a fan (4) mounted on the radiator. A heat transfer disk (1) i.e. plate, is made of aluminum, and arranged on another face of the module. The disk contacts with the module, and is bulged towards exterior. The module, the radiator, the fan and the disk are integrated to a hand-held case. An active part of the case comprising the disk is articulated with respect to a hand grip.
