<p><P>PROBLEM TO BE SOLVED: To provide a moving image encoding device of the H.264 standard which has such a circuit scale that it is mounted on a semiconductor integrated circuit by improving the encoding processing speed and suppressing a deterioration in image quality incurred by encoding. <P>SOLUTION: An image of one frame is divided into slices comprising a plurality of macroblocks, and intra-prediction encoding based upon the H.264 is carried out in units of small blocks of divided macroblocks.
