<P>PROBLEM TO BE SOLVED: To provide a magnesium-based foam glass material having bulk specific gravity of about 1.2 to 1.8 and utilizable for waste water treatment. Ž<P>SOLUTION: A mixture 9 obtained by mixing glass powder granules with the particle diameter of 5 to 100 μm, magnesium-containing powder granules, ceramic powder granules with the particle diameter of 0.5 to 5.0 mm and a blowing agent by a mixing apparatus 8 is heated at 600 to 1,000°C, is melted, is foamed and fired by a firing furnace 11, and this fired body 12 is rapidly cooled by a jet fountain apparatus 11. In the granular foam glass material 15 obtained thereby, the magnesium component-containing powder granules are exposed to the surface and the inner wall faces of voids, and, when it is added to the water to be treated, phosphorus contained in the water to be treated is adsorbed, and water treatment can be performed.
