An object is to improve data transmission efficiency and surely perform a QoS control. In order to attain the object, a space area assignment section (121) preferentially assigns an area which can be assigned without dividing one RLC-SDU among the space areas of MAC-PDU to the RLC-SDU as the assigned area. An RLC-PDU generation section (124) adds a header of a proper RLC layer to the RLC-SDU outputted from an RLC-SDU buffer section (122) or a retransmission buffer section (123) and generates an RLC-PDU. A wireless resource information acquisition section (131) outputs space area information to the space area assignment section (121) of an RLC process unit that has the highest priority among the RLC process units to which notification of the space area information of the MAC-PDU is not delivered. A MAC-PDU generation section (132) multiplexes the RLC-PDUs according to the assigned area indicated in the notification from the space area assignment section (121) of each of the RLC process units (120-1 to 120-n).
