PURPOSE: A device for reducing fuel consumption and smoke of an internal combustion engine is provided to maximize oxygen supplied to the inside of a combustion chamber by applying ultrasonic wave on oil passing through the inside of an oil tank and letting the oil into bioceramics. CONSTITUTION: A device for reducing fuel consumption and smoke of an internal combustion engine comprises an oil tank(10), an ultrasonic generator(20), and plural bioceramics(30). The oil tank comprises an oil inlet(11) and an oil outlet(12). The oil inlet is connected to the injection nozzle. The oil outlet discharges the oil, which flowed into the oil inlet, to the engine. The ultrasonic generator comprises an ultrasonic generator(21) and an ultrasonic oscillator(22). An ultrasonic oscillator vibrates according the ultrasonic wave inputted from the ultrasonic generator. The ultrasonic oscillator applies ultrasonic wave on the oil inside the oil tank. The oil tank is filled with bioceramics.
