The embodiments of present invention disclose a network resource configuration method. The method includes: a radio network controller (RNC) device acquires the capability information of the radio receiving and sending device through the process of synchronizing with the radio receiving and sending device, wherein the capability information includes the information whether the single mode combination mode is supported by the radio receiving and sending device; after receiving the request initiated by the user equipment (UE), the RNC configures the resource of the radio receiving and sending device according to the capability of the UE and the radio receiving and sending device; the RNC configures the UE according to the configured resource of the radio receiving and sending device. The embodiments of present invention also disclose a device and a system for network resource configuration. The embodiments of present invention can establish the communication successfully even though the capability between the radio receiving and sending device and the UE do not match, and make the UE use the network normally.
