An impact absorbing device for an aircraft seat reduces an impact to a passenger or a crew member. An impact absorbing device for an aircraft seat is provided with an airbag (11) inflated to a plate-like shape without reaching a fully inflated state, an upper flat plate (12) provided to one surface of the airbag (11), a lower flat plate (13) provided to the other surface of the airbag (11), a gas supply means (15) for supplying gas to the airbag (11), and a detector for sending, according to a preset condition, a signal for activating the gas supply means (15).  The impact absorbing device inflates the airbag (11) to absorb an impact before the impact is applied to a passenger.
