PURPOSE: A cosmetic composition containing antiseptic substitute and natural plant extract is provided to ensure excellent antibacterial activity and prevent skin irritation with formulation stability. CONSTITUTION: A cosmetic composition contains 0.1-1.0 weight% of ethylhexylglycerin, 0.1-1.0 weight% of caprylic glycol, 0.001-10.0 weight% of Needle Juniper extract, 0.001-10.0 weight% of chives extract, and 0.001-10.0 weight% of Mosla japonica extract. The carpylic glycol and ethyl hexane glycerin is mixed in the ratio of 10:1-1:10. The extract is isolated using water, anhydrous or hydrous alcohol of 1-4 carbon atoms, acetone, ethyl acetate, chloroform or 1,3-butyleneglycol. The cosmetic composition is used for anti-inflammation and relieving skin irritation. The cosmetic composition is used in the form of emulsion, cream, gel, pack, cleansing cream, foam cleansing, foundation, mascara, eye shadow or eye liner.
