PURPOSE: An ecotoxicity reducing system of waste water and a method thereof are provided to efficiently reduce ecotoxicity by decomposing -polar organic compounds while removing cationic materials and anionic materials included in the waste water. CONSTITUTION: An ecotoxicity reducing system of waste water comprises the following: a flow equalization tank(110,120) adjusting load of the waste water and equalizing the water quality; an electrolysis device(130) electrochemically decomposing harmful chemical materials included in waste water; a chemical treatment tank(140) removing heavy metals and suspended materials; an adsorption reaction tank(150) adsorbing and treating the waste water; and a biological treatment facility(160) processing the organic materials.
