<p><P>PROBLEM TO BE SOLVED: To produce the maximum output of a generator to be operated in an agreement value while reducing the burden of an operator, by focusing attention on a correlation between an intake-drain water temperature difference between sea water taken to be supplied to a condenser in a power generation plant and sea water to be drained after heat exchange, and the output of the generator to prevent the excess of the agreement value due to a human error. <P>SOLUTION: In order that an average daily value for an intake-drain water temperature difference is lower than 7°C and an instantaneous value is lower than 10°C, the output of the generator 1 is set to be higher than current one when the intake-drain water temperature difference is lower than 7°C and the temperature difference when measured tends to be lower than when previously measured, and it is kept in status quo when the temperature difference does not tend to be lower. On the contrary, the output of the generator 1 is set to be lower than current one when the intake-drain water temperature difference is not lower than 7°C and the temperature difference when measured tends to be higher than when previously measured, and it is kept in status quo when the temperature difference does not tend to be higher.
