PROBLEM TO BE SOLVED: To prevent presentation of expressions unrelated to a topic while preventing excessive use of tags based on unique tags of a specific user. SOLUTION: A tag attachment support device 1 has a topic determination means 2 for determining a topic of an input document by utilizing a tag attached document database 7, a tag-characteristic-phrase database generating means 3, which registers a phrase characteristic in each topic in a tag-characteristic-phrase database 8 on the basis of a document group attached with tags corresponding to each topic belonging to the tag attached document database 7, a characteristic-phrase extracting means 4, which extracts a characteristic phrase related to the topic from the input document by using the tag-characteristic-phrase database 8 on the basis of the determined topic, and a tag-candidate presenting means 5 which presents the tag, corresponding to the determined topic and the extracted characteristic phrase as tag candidates to a user who is going to attach a tag to a document.
