PROBLEM TO BE SOLVED: To provide a traffic signal controller for improving security during operation. SOLUTION: A door opening/closing detection part has a sensor for detecting an operation for opening a small door and an inner door 53, and outputs a detection signal to a door opening/closing decision part when detecting an operation for opening the small door and the inner door 53. The door opening/closing decision part decides whether to permit opening the small door and the inner door 53 when acquiring the detection signal from the door opening/closing detection part. In this case, the door opening/closing decision part outputs a decision information request to a control part so as to request decision information. The control part outputs the decision information to the door opening/closing decision part according to the request from the door opening/closing decision part. The door opening/closing decision part outputs an unlock permission signal to a lock part 12 when deciding that the door opening is permitted, and outputs an unlock prohibition signal to the lock part 12 when deciding that the door opening is not permitted.
