<P>PROBLEM TO BE SOLVED: To flexibly select a communication service providing configuration according to places. Ž<P>SOLUTION: A relay apparatus includes a main communication unit for transmitting and receiving a communication signal by wire or radio to/from external devices, a signal conversion unit that modulates the communication signal received by the main communication unit into a potential in an electrostatic field for conversion into an electrostatic field signal or demodulates the electrostatic field signal modulated into the potential in the electrostatic field for conversion into the communication signal transmitted and received to/from the external devices, and an electrode that radiates the electrostatic field signal modulated by the signal conversion unit as the potential of the electrostatic field or detects the potential of the electrostatic field to generate the electrostatic field signal for output to the signal conversion unit.
