PROBLEM TO BE SOLVED: To provide an image forming apparatus, an image converting device and an image forming method for forming an image on the basis of image data of a high compression PDF format.

SOLUTION: The image forming apparatus has: an input section 22 for input of first compression data composed of various types of codes, where resolutions are different mutually and at least one code is an unblocked code; a code conversion section 20 for converting the first compression data to the second compression data composed of a fixed-length block code; and an image formation section 18 for decoding the second compression data converted by the code conversion section to form an image at a fixed rate.
