<p><P>PROBLEM TO BE SOLVED: To provide a water treatment apparatus and a water treatment method which enables the decomposition and removal of organofluorine compounds at a low cost even if the concentration of the organofluorine compounds is low and the amount of water to be treated is large. <P>SOLUTION: Organofluorine compound-containing water is treated in two steps. In a first step, decomposition products generated by decomposing the organofluorine compound-containing water by nanobubbles are adsorbed by fixed activated carbon 32, 33, 34.
