<P>PROBLEM TO BE SOLVED: To provide a method for producing carbon monoxide and hydrogen-based gas for converting vegetable biomass into a liquid energy source easily conveyed and stored and for enabling adjustment of a gas composition and treatment or utilization of byproducts. Ž<P>SOLUTION: Vegetable biomass such as a woody material having 10-45% water content is supplied to a fixed bed type gasification furnace together with a mixed gas of an oxygen gas and a carbon dioxide gas and the temperature in the furnace is adjusted in the range of 720-850°C to perform gasification. Water or carbon dioxide is separated from generated gas and recycled in a system. By combining a methane fermentation device, adjustment range of a hydrogen content of generated gas can be expanded by utilizing water to be a byproduct and utilizing a methane gas.
