<P>PROBLEM TO BE SOLVED: To provide a best-effort type intercom system for condominium including a function for optimizing moving image data in accordance with transmission conditions. Ž<P>SOLUTION: A transmission control device 13 includes a transmission monitoring section 13m for measuring the error level of signal transmission, and a lobby unit 11 includes a moving image compressing section 11b for compressing a video signal captured by a camera 11a into moving image data of a predetermined form, the video signal is compressed in a ratio of I frame and P frame corresponding to the error level measured by the transmission monitoring section 13m, and sent to a designated house master unit 12.
