A central support with an inner support (11b) and an outer support (11a) is installed on a cement foundation. An actuator is installed to rotate the outer and inner supports relatively for allowing a solar cell array (10) to track the sun. A pair of inclined arms (14a) are connected to a cross component (14b) connected to central support. A support frame (15) having a frame assembly to be connected to solar cell subarrays (16) is connected to cross component. A jackscrew is installed with actuator for adjusting inclination of cell array relative to earth surface.
