PROBLEM TO BE SOLVED: To provide: a communication processing device capable of appropriately conducting a regulation and permission of the communication to a communication terminal even though the communication terminal does not move as scheduled; a communication system; and a communication control method. SOLUTION: The communication regulation is conducted without conducting the communication control corresponding to the communication request when the communication terminal 2A is in the service area where the communication terminal 2A requires communication-regulation and the status-determination-reference time belongs to the time zone requiring the communication regulation with the status-determination-reference time of the communication terminal 2A of an incoming call side specified on the basis of the time when there is a communication request from a communication terminal 2D of the communication initiating side as the reference of the in-area determination. Therefore, the communication regulation is not necessarily conducted when the communication terminal 2A does not move as scheduled and does not arrive at the service area with the communication regulation required. Because the communication regulation is conducted after the communication terminal 2A arrives at the area with the communication regulation required, the communication regulation and permission to the communication terminal 2A are appropriately conducted even though the communication terminal 2A does not move as scheduled.
