PROBLEM TO BE SOLVED: To form on the surface of a base material such as books a circuit pattern of a conductive layer which is a conductive member for non-contact type data carrier. SOLUTION: A conductive body 8 is superposed on a base material so that a non-conductive thermoplastic adhesive layer 9 preliminarily formed on one surface of either the conductive body 8 or a continuous non-conductive base material 1a is held in-between, and the base material is made to run intermittently in one direction, and an adhesion process in which the thermoplastic adhesive layer is melt in the reduced region of a prescribed circuit pattern and the conductive body is adhered to the base material, is performed by a flat press 36 for adhesion. A blanking process in which the conductive body is blanked into the circuit pattern on the base material, is performed by a flat press 11 for blanking that is arranged on the downstream side of the flat press for adhesion. Using as the base material a web to which a large numbers of book covers are linked and a web to which blanks of packages are linked, a circuit pattern such as an antenna is formed on these base materials with the conductive body.
