<P>PROBLEM TO BE SOLVED: To prevent reduction in the wireless resource utilization efficiency. Ž<P>SOLUTION: A base station 10 transmits allotment information for wireless resources to use for a first communication that is communication between a mobile station 50. The mobile station 50 prohibits use of the wireless resources indicated by the received allotment information for a second communication that is a communication between the mobile stations 50 to perform transmission to other mobile stations, and permits use of a part or all of the wireless resources for the second communication, to perform transmission to the other mobile stations 50, while the allotment information is not received.
