<P>PROBLEM TO BE SOLVED: To provide a fuel cell system and a starting method of fuel cells capable of suppressing reduction of an effective power generation area at sub-zero starting. <P>SOLUTION: The fuel cell system 80 includes a control means 70 for controlling a power generation amount of the fuel cells such that power generation current density becomes a threshold or lower at sub-zero starting of the fuel cells 10.
