<P>PROBLEM TO BE SOLVED: To reproduce a video image without masking from a recorded past video image when crime occurs while dynamically masking a face of a person in the video image so that an individual person is not specified. Ž<P>SOLUTION: A monitoring device includes: a video image display means which displays video image data in a monitoring screen; a selection switch means which selects outputting video image data to a masking processing side when the video image data is video image data from a monitoring camera or selects direct output to a video image display means when the taking-in video image data is video image data from a video image recording device; and a means which detects a coordinate of a face part from video image data of the monitoring camera input from the selection switch means, creates masking data based on the detected coordinate, and creates video image data after masking on the face part of the video image by superimposing the original video image data and the masking data.
