<P>PROBLEM TO BE SOLVED: To provide an information transmission control device capable of suppressing the erroneous transmission of electronic mail with attachment file, and to provide a method and a program thereof. Ž<P>SOLUTION: Information transmission control devices (1, 2) are provided with: a means (22) for, when an attachment file is present in electronic mail received for transfer, extracting a policy from an attachment file; a means (25) for matching one or more destination addresses of electronic mail with attachment file with the policy with a mailing list address preliminarily stored in a first database (3); a means (26) for matching a mail address as transfer destination extracted from the first database (3) by referring to address information preliminarily stored in a second database (4) even about a destination address which is not the mailing list address; and a means (28) for, when the address information is matched with the extracted policy, transferring the electronic mail according to the mail address as the transfer destination.
