<P>PROBLEM TO BE SOLVED: To immediately provide an excellent water stop state, and to certainly provide the water stop state. Ž<P>SOLUTION: A rubber cover 31 is interposed between the periphery of the connection hole 12 of a ribbed main pipe 11 and the flange 22 of a branch pipe 21. The surface of the rubber cover 31 on the side of the ribbed main pipe 11 is formed with grooves 33 fitted around the ribs 13 of the ribbed main pipe 11, and also provided with a water expansion layer 34 expanded by absorbing water. The inner peripheral surface of the branch pipe 21 is formed with a retaining plate 25 with a clearance 24, and a vertically movable lifting member 71 is retained in the clearance 24. A locking claw 72 entered from the connection hole 12 of the ribbed main pipe 11 to be connected and locked to the inner peripheral surface is pivoted to the lower end of the lifting member 71; meanwhile, an engagement plate 74 pulling up the lifting member 71 and locking claw 72 when locked to the lower end of the retaining plate 25 and preventing rotation of the locking claw 72 is connected to the upper end of the lifting member 71.
