<P>PROBLEM TO BE SOLVED: To provide a snow-melting panel capable of reducing its manufacturing cost and preventing the occurrence of distortion of a heat radiating board and problems of water puddle and corrosion due to the distortion of the heat radiating board. Ž<P>SOLUTION: This snow-melting panel is constituted by joining a heat radiating flat plate 2 having an upper face being a heat radiating face and a flow passage forming member 10 forming a zigzag flow passage mutually by welding to make a heat medium flow between them. The sections around the heat radiating flat plate 2 are bent into L-shape to form a bent part 2a, which is joined with a tie plate 20 by welding.
