<P>PROBLEM TO BE SOLVED: To prevent foreign matter from mixing into fluid to be treated by preventing a part of a disk valve from lacking. Ž<P>SOLUTION: In an emulsification/dispersion device, the disk valve 8 and a sheet 7 set to face the disk valve 8 are provided, the fluid to be treated is passed through an emulsification path 11 formed in the diameter direction between the disk valve 8 and the sheet 7 and emulsified, on the surface of the disk valve 8 facing the sheet 7, an annular valve side projection 18 is formed around the axis, on the surface of the sheet 7 facing the disk valve 8, a sheet side groove 19 coupled with the valve side projection 18 is formed, the valve side projection 18 is formed to make its tip side narrower in width than its base end side, and the tip side is composed in the shape of a plane facing the emulsification path 11.
