PROBLEM TO BE SOLVED: To provide an image forming apparatus which prevents image failure caused by toner deterioration by forcibly discharging toner on a toner carrier and which efficiently cleans off toner adhering to a transfer means. SOLUTION: A cleaning bias of a polarity reverse (negative) to toner is applied to a transfer roller 18. Also, a charging bias is turned on to positively charge a drum surface. Thereby, reversely charged toner adhering to the transfer roller 18 repels a negative cleaning bias and is attracted to the positive potential of the drum surface and moved to a photoreceptor drum 14 side. Subsequently, a cleaning bias of the same polarity (positive) as the toner is applied to the transfer roller 18 and a charging bias is turned off. Thereby, positively charged toner adhering to the transfer roller 18 repels positive cleaning bias and is attracted to the drum surface (0 V) and moved to the photoreceptor drum 14 side.
