PROBLEM TO BE SOLVED: To solve the problem that a conventional concave grooved developing sleeve requires at least the step of forming a concave groove in the outer peripheral face of a tube material and the step of finishing the outer peripheral face of the tube material, which take much time for manufacture, resulting in a cost increase of the developing sleeve. SOLUTION: A cylindrical tube material is rotated while being conveyed in its lengthwise direction with its one end gripped. Then, a cutting roulette tool is pressed against the tube material from a direction perpendicular to the lengthwise direction, thereby forming a concave groove in the outer peripheral face of the tube material. Subsequently, a cutting bite tool disposed near the cutting roulette tool is pressed against the tube material from a direction perpendicular to the lengthwise direction, thereby finishing the surface of the tube material right after the formation of the concave groove.
