PROBLEM TO BE SOLVED: To provide a file management system for managing a file stored in an external storage medium. SOLUTION: The file management system includes an external storage medium mounting/demounting management unit from managing a mounting state of an external storage medium for a computer terminal, a monitoring object decision unit for identifying a file stored in the external storage medium to decide it as a monitoring object, a determination unit for determining whether the file as the monitoring object stored in the external storage medium has completed its role, and a control unit for performing predetermined control related to the monitoring object in the external storage medium in accordance with a result of the determination. The determination unit determines that the file stored in the external storage medium has completed its role if operation contents in operation log information meet a predetermined condition based on the operation log information related to the monitoring object of the computer terminal mounted with the external storage medium.
