<P>PROBLEM TO BE SOLVED: To provide a panel of a prefabricated building in a double sheet structure which facilitates assembling operations on a job site, and can maintain a tensioning force of a film-like sheet provided in a tensioned state on the side of an outer surface for a long period of time. Ž<P>SOLUTION: A panel assembling device for the prefabricated building is used to assemble and fix the panel 3 which has a first tensile force applied to a film sheet 1 wound around a panel frame to a skeleton material B of the prefabricated building. The panel assembling device is equipped with assembling fixing implements 7 and 8 which are inserted into second streak grooves formed at outside lateral surfaces of side frames of the panel frame, respectively, which apply the tensile forces to the film sheet 1, and assemble and fix the panel 3 to the skeleton material B of the prefabricated building.
