<P>PROBLEM TO BE SOLVED: To obtain good cleaning performance by always keeping a contact pressure within a proper range and to improve durability by equalizing the contact pressure in a breadthwise direction without spoiling maintainability to suppress local wear of a cleaning blade, in an image forming apparatus including a cleaning device for belt-like image carrier. Ž<P>SOLUTION: In a cleaning device 17 wherein a cleaning blade 1 is brought into contact with a surface of an intermediate transfer belt 10 to remove toner, the cleaning blade is fixedly disposed in the cleaning device, and a counter roller 19 facing the abutment part of the cleaning blade with the intermediate transfer belt therebetween is provided in an inner peripheral part of the intermediate transfer belt, and the intermediate transfer belt is biased from the inner peripheral side by the counter roller so as to increase a pressing force in a normal direction of the abutment part.
