<P>PROBLEM TO BE SOLVED: To provide a target feeder, a recording device, and a method for feeding a target, suppressing partial wear of a retard roller brought into contact with a leading edge of the target, in feeding a target. Ž<P>SOLUTION: An ASF 13 includes: a paper feed roller 32; a retard roller 37; a paper delivery motor 23 driving the paper feed roller 32 to rotate the paper feed roller 32; a rotary encoder 40 detecting a rotation angle of the retard roller 37; a forced rotary motor 41 driving the retard roller 37 to adjust a rotation angle of the retard roller 37; and a control unit 51 controlling drive of each of motors 23, 41. The paper delivery control part 57 of the control unit 51 detects the rotation angle of the retard roller 37 based on a detection signal from the rotary encoder 40. After controlling the drive of the forced rotary motor 41 according to the detection result, the paper delivery control part 57 controls the drive of the paper delivery motor 23 to feed a recording paper sheet abutted on an circular arc face 32a of the paper feed roller 32.
