<P>PROBLEM TO BE SOLVED: To solve problems regarding a conventional phase shifter in which loss by single-pole double-throw switches increases, and a couple of the switches and a couple of filters are respectively required and thereby a size of the phase shifter increases, wherein the required phase shift is obtained based on difference in the passing phase by connecting in parallel a high-frequency passing circuit and a low-frequency passing circuit across a couple of input/output terminals and by switching the high-frequency passing circuit and the low-frequency passing circuit with a couple of single-pole double-throw switches. Ž<P>SOLUTION: The phase shifter is formed by connecting in parallel a series circuit of a first switching element and a capacitor and a series circuit of a first inductor and a second inductor across a couple of input/output terminals and also connecting a second switching element between a connecting point of the first inductor and the second inductor and the ground.
