<P>PROBLEM TO BE SOLVED: To provide a traffic signal control analysis device for analyzing whether traffic signal control is properly performed according to a traffic situation. Ž<P>SOLUTION: A queue length acquisition means 211 acquires a queue length on a road connected to a crossing on the basis of sensor information. An aspect-classified queue length acquisition means 221 acquires a maximum value of the queue length on the road corresponding to each light aspect as an aspect-classified queue length. A partial traffic jam decision means 231 decides that a partial traffic jam is present when at least one aspect-classified queue length of the acquired aspect-classified queue lengths is a first threshold value or above and when at least one aspect-classified queue length of the others is a second threshold value or below that is the first threshold value or below.
