The transmission method includes: the base station pages all terminals via the paging message containing Earthquake and Tsunami Warning System (ETWS) message indicator information, and transmits the safe information of ETWS Primary Notification via the resource pre-engaged with terminals, the base information of ETWS Primary Notification is transmitted within the paging message or via pre-engaged resource, and the terminal receives the safe information of ETWS Primary Notification via the pre-engaged resource after receiving the paging message containing ETWS message indicator information, and obtains from the paging message or receives the base information of the ETWS Primary Notification via the pre-engaged resource. The technical solution provided by the invention can achieve the transmission of ETWS Primary Notification, and at the same time, it can satisfy the delay requirement, wherein the modification of base station and terminals may be small, and it has little or no cost increase.
