PROBLEM TO BE SOLVED: To provide an operating button device capable of carrying out positional adjustment for correction of imbalance of gaps between operating buttons and holes at an outer packaging member for mounting of the operating buttons without increase of the number of components or without greatly changing assembly processes, as well as an electronic device and a photographing device. SOLUTION: The operating button device is provided with a plurality of switches arranged at given positions on a printed circuit board, a plurality of operating buttons 30 capable of pressing the switches, a button support member 22 supporting the plurality of buttons and equipped with arm parts 34 for lowering the operating buttons when they are pressed and restoring them at original positions when the pressing is released, and an outer packaging member equipped with holes for inserting the operating buttons into and in contact with the button support member. The button support member 22 is provided with biasing members 20 in pressing contact with the outer package member and positional adjustment members 21 protruded to areas not in contact with the outer packaging member.
