<P>PROBLEM TO BE SOLVED: To obtain a good cleaning performance even at high temperature and high humidity in an image forming apparatus employing a cleaning device that electrostatically removes toner on an image carrier. Ž<P>SOLUTION: A belt cleaning device 10 comprises a cleaning brush 521 that electrostatically cleans off the toner on an intermediate transfer belt 8, a recovery roller 522 that electrostatically recovers the toner on the cleaning brush 521, and a recovery blade 523 that scrapes and removes the toner on the recovery roller 522. The recovery blade is made conductive and also functions as a charge supply means supplying charges to the surface of the recovery roller 522 by applying a voltage. In a high temperature and high humidity environment, the line between the recovery blade and a recovery power supply 533 is disconnected so as not to apply a voltage to the recovery blade.
