<P>PROBLEM TO BE SOLVED: To prevent a lateral stripe (horizontal stripe) from appearing in image data by continuously ensuring not less than a fixed quantity of light, and especially improving persistence characteristics of a blue component in light emitted to a document. Ž<P>SOLUTION: A scanner 1 has: a plurality of lamps 7 for irradiating a document with light; an image sensor 46 for allowing the incidence of the reflected light of the light applied to the document to read the document in units of lines; a clock oscillator 96 for generating a clock signal CLK1; and an inverter 95 that is connected to the plurality of lamps 7 and utilizes the clock signal CLK1 generated by the clock oscillator 96 to periodically change voltage applied to the electrode of each lamp 7 for lighting each lamp 7. The inverter 95 allows the switching timing of voltage applied to the electrode of each lamp 7 to differ for each lamp 7, thus providing a phase difference in the emission period of each lamp 7, and hence lighting each lamp 7.
