PROBLEM TO BE SOLVED: To provide a programmable optical buffer device changing a time delay in a binary notation manner. SOLUTION: The optical buffer device configured to delay an optical signal through optical delay means comprises: an optical switch means having a first optical waveguide set, comprising a plurality of mutually parallel optical waveguides, and a second optical waveguide set, comprising a plurality of mutually parallel optical waveguides, formed on a semiconductor substrate to intersect each other at an angle close to diagonal lines, and also provided with an electrode for switching a path of the optical signal by selectively applying a current to implant carriers at a predetermined intersection of those first optical waveguide set and second optical waveguide set; a plurality of optical delay means which are connected between predetermined ends of optical waveguides formed in the optical switch means and impart a predetermined time delay to the optical signal; an input optical fiber for inputting the optical signal to the optical switch means; an optical coupling means inputting the optical signal output from the optical switch means; and an output optical fiber coupled to the optical coupling means.
