PROBLEM TO BE SOLVED: To shorten waiting time until displaying video images when starting distributing video contents without notifying a video distribution apparatus of a utilization situation of a buffer from a video receiving device in a video distribution system for distributing layer-coded contents.

SOLUTION: A distribution data amount detection means 106 detects the amount of basic layer data to be distributed. A distribution speed determination means 106 determines a distribution bit rate of the basic layer data to a value greater than an encode bit rate until the distribution data amount detected by the distribution data amount detection means 107 reaches a target amount after distribution start. Furthermore, after the data amount reaches the target amount, distribution bit rates of the basic layer data and respective extension layer data are determined to values corresponding to the encode bit rates of the signals thereof.
