<P>PROBLEM TO BE SOLVED: To provide a blower capable of generating ion wind superior in noiseless characteristics. Ž<P>SOLUTION: The blower is provided with a discharge electrode and an opposing electrode, and forms ion wind by providing a potential difference between the discharge electrode and the opposing electrode.
