PROBLEM TO BE SOLVED: To provide a mesa type piezoelectric oscillating reed conducting stable oscillations by suppressing the effect of bending oscillation, while restraining the obstruction of the oscillation of an oscillating section caused by outflow, or the like, of a fixing member, and to provide a piezoelectric device with the mesa type piezoelectric oscillating reed. SOLUTION: A crystal oscillating reed 10 has the oscillating section 12 with exciting electrodes 16 and 18 and thin sections 13 and 14 at both end sections of the oscillating section 12. The crystal oscillating reed substantially satisfies the relational expression T1-T2=λ×m, if the size from the end section 12b of the oscillating section 12 on one thin section 13 side with the fixing section 11 to the end sections 16b and 18b of the exciting electrodes 16 and 18 on one thin section 13 side is T1, the size from the end section 12c of the oscillating section 12 on the other thin section 14 side to the end sections 16c and 18c of the exciting electrodes 16 and 18 on the other thin section 14 side by T2 and the wavelength of the bending oscillations generated in the crystal oscillating reed 10 isλ.
